Wise Carter attorneys are experienced in handling complex public school litigation in federal and state courts, based on federal and state law, including issues arising from municipal annexations and the Voting Rights Act, inter-district student transfers, public school finance, school district boundary revision disputes and federal court unitary school orders. We also have extensive experience in issues related to the Public School Lands Trust, commonly known as Sixteenth Section lands. One of our attorneys conceived and on behalf of 22 school districts in North Mississippi prosecuted the landmark Chickasaw Cession School Lands Trust case, which became Papasan v. Allain, 478 U. S. 265 (1986). In recent years our attorneys have litigated high profile inter-district school boundary disputes. We have worked with nationally known experts in public school diversity issues, unitary school issues, demographics, and public school finance.
