Russ Nobile utilizes his extensive, high-profile government enforcement experience to handle government litigation, regulatory matters, and commercial litigation. He represents public agencies and individual clients in a wide range of matters, including complex civil litigation, internal investigations, government enforcement actions, and appellate matters. Mr. Nobile also handles public finance issues and is a member of the National Association of Bond Lawyers. Recently, he represented a client during the issuance of $ 14 million in revenue bonds and served as project counsel overseeing $ 235 million in CDBG-funded infrastructure projects. His practice areas include government relations and litigation, public finance, financial services regulation, construction, constitutional, civil rights, and campaign/voting issues.
Prior to joining Wise Carter, Mr. Nobile served as a trial attorney with the United States Department of Justice, leading complex civil enforcement actions. He has appeared before federal courts across the country and has substantial experience developing, analyzing, and presenting investigative findings involving complex and sensitive issues of state and federal law. He led numerous investigations and monitored compliance with consent decrees involving large state and local public institutions. Mr. Nobile focused on voting, election/campaign, and misconduct by public institutions and officials. Prior to joining the Department, Mr. Nobile handled Financial Services Committee issues for a member of the U.S. House of Representatives, including many of the issues that were codified in the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.
